A library before the borough

Oxford Borough’s comprehensive plan dates the Oxford Library to August 3, 1784, when it was formed as a private corporation. It became public in 1868. Oxford itself took its name when the borough incorporated in 1833. That order makes the library a useful starting point for the town’s civic story: an institution for shared learning came before the municipal charter.

A crossroads reshaped by rail

The Borough plan describes an early settlement called Oxford Crossroads. By 1816, it counted six houses, two taverns, a mercantile and a brick church. The Philadelphia and Baltimore Central Railroad reached town in 1860; the plan says the population more than doubled afterward.

That sequence helps explain Oxford’s layers: a small crossroads, then a borough, then a busier rail-era center with farms and local manufacturing in the surrounding economy. The plan is a municipal history, so its account is best read as a starting point for deeper research rather than a complete history of everyone who lived here.

Use the center on its own terms

The Borough currently lists three downtown parking lots and paid on-street parking. Its parking page says payment is enforced from 8 a.m. to 8 p.m., Monday through Saturday, at $1 per hour; check its map and current rules before setting out. The Oxford Area Library, Village Market and Borough-owned Memorial Park make useful separate stops to check, not a guaranteed walking route or bundled itinerary.
